I am re-opening this ticket to give you an update, as promised before. And also because this is public ticket that may be of interest to other clients.
I did find the location to get the Stripe.js call only on checkout and payment pages. But I also find out that the Stripe recommendation is actually for including stripe.js on every page!

To best leverage Stripe’s advanced fraud functionality, include Stripe.js on every page on your site, not just the checkout page. Including the script on every page allows Stripe to detect anomalous behaviour that may be indicative of fraud as users browse your website.
So I prefer to leave it like it is, to enable the Stripe fraud functionality by default for each website. If there is more request or feedback on this feature, I could add what you asked as an option in the payment method settings.
